Applying for partial disability pension and partial rehabilitation subsidy
Partial disability pension or partial rehabilitation subsidy is applied for using the disability pension or rehabilitation subsidy application in our Online Service. On the application, you select that you are applying for a preliminary decision on partial disability pension, whether you intend to apply for partial disability pension or partial rehabilitation subsidy.
Attach an up-to-date Medical Statement B, issued within the last 6 months. If we do not receive the statement within two weeks of receiving your application, we will issue a decision not to investigate. Please note that we cannot process your case based on the Medical Statement B alone – we also need your application.
You may also submit other medical reports. All medical documents must show your name and personal identity code. Please do not send screenshots from MyKanta, as they do not include the identity code. Elo does not have access to MyKanta.

Apply for partial disability pension
When processing your application, we will examine whether vocational rehabilitation could help in your situation. Our primary aim is to support your return to work through vocational rehabilitation.
How your application is processed

1. We process your application
- The average processing time for applications is about 6–8 weeks. You can track the progress in our Online Service. Processing may take longer if we need additional information. We will contact you if more details are required. If necessary, you can expedite processing via the chat in our Online Service.

2. We assess your work ability
- We assess your work ability based on the information provided in your application, the Medical Statement B you submitted, and any other health reports. If necessary, we will request a description of your duties and work performance from your most recent employer.
- Elo’s work ability specialist and specialist physician jointly assess your entitlement to partial disability pension or partial rehabilitation subsidy. Other Elo experts, such as legal specialists, may also participate if needed.
- During the processing of your application, we will evaluate whether vocational rehabilitation could improve your work ability. Vocational rehabilitation is always the primary option compared to disability pensions.

3. Review your decision
- You will receive a message when the decision is ready. The decision can be viewed in our online service. Review the decision and its attachments carefully.
- If you received a negative decision, review your options.

4. Agree on part-time work
- Once you have received a positive preliminary decision on partial disability pension or partial rehabilitation subsidy, discuss the matter with your employer. Your working hours must be reduced so that your gross earnings remain below the earnings limit stated in the decision.
- If you are self-employed, your YEL income must decrease below the earnings limit stated in the decision.
- If you are unemployed, you can apply for adjusted unemployment allowance. Contact Employment Services.

5. Submit the payment application, receive the payment decision and send us your tax card
- After agreeing on part-time work, complete and submit the payment application for partial disability pension in our Online Service.
- Once we receive the payment application, we will issue a payment decision and start paying the pension.
- After receiving the payment decision, contact the Tax Administration and send us your pension tax card. Detailed tax instructions are attached to the payment decision.
