How to Apply for Vocational Rehabilitation

  • Obtain a Medical Statement B

    Discuss with your doctor whether vocational rehabilitation is timely and which rehabilitation measure is most suitable for your situation.
  • Check the amount of rehabilitation allowance

    Log in to Elo’s Online Service for private customers and check the amount of rehabilitation allowance using the pension calculator under the “Pension record and pension estimates” tab. The amount cannot be checked after you have submitted your rehabilitation application. If you are already receiving rehabilitation support or partial rehabilitation support, we will pay you full rehabilitation support and a 33% increment during rehabilitation.
  • Apply for vocational rehabilitation

    Complete the vocational rehabilitation application in our Online Service and attach a Medical Statement B that is no more than 6 months old. If we do not receive the Medical Statement B within 2 weeks of receiving your application, we will issue a decision not to investigate. Please note that we will not process your case based solely on the Medical Statement B; we also need your application.
  • Wait for a decision

    You will receive a decision from Elo on your right to vocational rehabilitation. A positive preliminary decision is valid for about 10 months, during which you can prepare a rehabilitation plan.

What Happens After Applying for Rehabilitation?

If you are granted the right to Elo’s vocational rehabilitation

The first decision concerns your right to vocational rehabilitation. Next, you complete the rehabilitation assistant questionnaire in Our Online service, after which you can prepare a rehabilitation plan. Elo will assist you in preparing the rehabilitation plan if needed.

If Elo supports your vocational rehabilitation, proceed to prepare a rehabilitation plan.

If Elo cannot support your vocational rehabilitation

You can consider and explore the following options after receiving a negative decision.

  • Workplace arrangements. You can contact your occupational health service and supervisor. You can explore the possibility of a work trial under the Occupational Health Care Act.
  • Kela rehabilitation. You can contact Kela to find out if you are eligible for rehabilitation supported by Kela.
  • Studying or work trial with unemployment benefit. You can contact Employment Services.
  • Career guidance and vocational counseling services at Employment Services. You can contact Employment Services.
  • Appealing the decision. Instructions for appeal are attached to your decision.
