Amount of Rehabilitation Allowance

How much is the rehabilitation allowance? Where can I check the amount? You can check the amount of your future rehabilitation allowance in Elo’s online service using the pension calculator, or from the attachment to your preliminary decision on vocational rehabilitation, if you have already received a decision.

Recipients of rehabilitation support are not granted a rehabilitation allowance, but instead receive a rehabilitation increment, which is 33% of the amount of rehabilitation support.

Amount of Rehabilitation Allowance

The amount of rehabilitation allowance is individual. It is based on your accrued earnings-related pension. The amount also includes the so-called projected pension component. In addition, the life expectancy coefficient is taken into account when calculating the rehabilitation allowance. The rehabilitation allowance is calculated in the same way as the disability pension, but a 33% increase is added.

Rehabilitation allowance = (accrued earnings-related pension + projected pension) × life expectancy coefficient

Accrued Earnings-Related Pension

Earnings-related pension accrues from earnings insured under the earnings-related pension scheme, from YEL income for entrepreneurs, and from unpaid benefits. Earnings, YEL income, or unpaid benefits for the application year are not taken into account, as the application year is already included in the projected pension component.

Projected Pension

Projected pension accrues from the beginning of the application year until the earliest retirement age at a rate of 1.5% per year. The pension accrues from earnings based on the income from the five calendar years preceding the application for a preliminary decision on vocational rehabilitation, YEL income, and unpaid benefits.

Example of Projected Pension

Anni, 52, applies for a preliminary decision on vocational rehabilitation at the beginning of 2026. She has accrued earnings-related pension for 26 years. She has 14 years left until the earliest retirement age. The projected pension is calculated for these 14 years. For the previous five calendar years (2021–2025), Anni has had average annual earnings of €31,200 (in 2026 index level).

Anni’s projected pension is therefore €31,200 × 5 years × 1.5% ÷ 12 months = €195 per month.

Life Expectancy Coefficient

The life expectancy coefficient is used to adjust the amount of rehabilitation allowance to correspond to increased life expectancy.

How to Apply for Rehabilitation Allowance

You apply for rehabilitation allowance by first applying for a preliminary decision on vocational rehabilitation. If you receive a positive preliminary decision, you then apply for support for a vocational rehabilitation measure, such as a work trial. If you receive a positive decision on your rehabilitation plan, we will need documentation of the start of the planned measure, such as a work trial agreement. Once we have received the documentation, we will make a decision on your rehabilitation allowance, and payment will begin when the planned measure, such as the work trial, starts.
